I know characters like Thor are beyond the power scope Vigilante City is designed for, but I think something like Mjolnir could be a cool plot device for the game,
The magical hammer Mjolnir can only be wielded by the truly worthy granting them great strength (+4 Strength). It deals 1d6+1 points of bludgeoning damage and can be thrown 60' feet by a mortal able to wield it (even farther for a god). It will return to the thrower's hand the following round. In addition, the bearer of Mjolnir gains a fly speed of 18 and can fire lightning 80', dealing 1d6+2 electric damage.
