I rewatched Birds of Prey and got me thinking about one of my favorite Batman villains, Zsasz. This dude is hella creepy, considering he has one of the highest body counts in DC and has no super powers. He believes that most folks lead meaningless lives (and has been known to refer to people as zombies) and that by killing them he is liberating them from their wasted existence.
I decided to give him the 5e treatment. While this is designed for use with Carbide City, you could easily use this in a regular 5e game and make him a master assassin.

Unique Abilities:
Assassinate: During his first turn, Zsasz has advantage on attack rolls against any creature that hasn't take a turn. Any hit Zsasz scores against a surprised creature is a critical hit.
Brutal. Zsasz deals one extra die of damage with blades weapons when he hits with them (included in the attack).
Evasion: If Zsasz is subjected to an effect that allows him to make a Dexterity saving throw to take half damage, he instead takes no damage if he succeeds on the saving throw, and only half if it fails.
Sneak Attack. Once per turn, Zsasz deals an extra 14 (4d6) damage when he hits a target with a weapon attack and has advantage on the attack roll, or when the target is within 5 feet of an ally of Zsasz that isn't incapacitated and Zsasz doesn't have disadvantage on the attack roll.
Actions:
Multiattack: Zsaszcan make three knife attacks
Knife: Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) piercing damage.
