E is for Express Man

Express Man initially appeared in  Midnight #1 (April 1957). Note the stats below are for Express Man when under the effects of his speed pills.

Traits

Blurry: Express Man doesn't provoke opportunity attacks from movement.

Nimble Striker: Express Man can use his Dexterity instead of Strength on unarmed strikes.

Momentum Veil Connection: Because of his excessive use of his speed pills, Express Man has a tenuous connection with the Momentum Veil. Speed pills affect him for an hour, rather than a minute. 

Strain: When exerting himself (such as in combat), Express Man must make a Constitution saving throw at the beginning of his turn (DC 10). If he fails this saving throw he gains one level of exhaustion.

Multiattack: Express Man makes four unarmed attacks. He may select new targets if he has enough remaining movement to reach them. Express man takes 1 point of fire damage from friction.

Background

Max Murphy was a famous chemist who created a formula that allowed a person to temporarily tap into the Momentum Veil, granting incredible speed powers. He used this formula to create his speed pills. Being a petty and shortsighted man (despite his scientific brilliance), he decided to rob banks. Unfortunately, Max isn't the luckiest individual and on his first attempt, he steals a bag or useless shredded bills. On his second attempt he was actually stopped when a guard shut a door before he could slip in, the impact leading to him falling unconscious. Max was transferred to Bonne Nuit State Penitentiary. He's done a few missions for Project Second Chance, though the limitations of his powers have stopped him from being as useful as your standard speedster. Max has recently sworn fealty to King Killer, who sees great potential in Max's speed formula.
