Background
Villainous twin scientists, Dr. Link and Dr. Blink had a dream to create the most powerful criminal mastermind of all time. King Killer is the culmination of that dream. A random prisoner, who's identity has been lost, was transformed it a master villain. The procedure increased his regenerative abilities, increased size, strength, fortitude, and intelligence granted by a brain crafted from 50 of the worst criminals of all time. It didn't take long for King Killer to turn on his creator. He recruited criminals from across the country and created a network, he dubbed the Kingdom of Crime, crowning himself the King of Crime. His actions brought him into conflict with heroes and vigilantes across America. After years of scheming and planning, King Killer was able to initiate a coup to take over a small south Pacific island and create a literal Kingdom of Crime. This new nation granted him many useful resources and traits, the greatest among them being diplomatic immunity.
King Killer has a vested interest in Project Second Chance and Bonne Nuit State Penitentiary. The meta prison is the perfect spot to recruit new citizens into the Kingdom of Crime. To aid in his talent acquisition, he has placed a mole in the hierarchy of the institution.
