Judge Lynch first appeared America's Greatest Comics #8 (1943). I'm renaming him and dropping the word lynch because of it's history and connotations. It was a simpler time when a political party wouldn't' support someone shown to be politically unstable...

Background
A wealthy man and celebrity, Donald Voss set his sights on political ambitions as a judge. He had money and a good upbringing, who better to make judgements than him? Fortunately for everyone else, a psychiatric exam administered by the political party he sought endorsement from ruled him mentally unstable. Not being able to handle not getting his way, he used his money to pay for equipment and training that would allow him to retaliate against those he thought wronged him. While he successfully assassinated a few of these individuals, he was eventually captured by Marxman II. He's served on a few missions with Project Second Chance and does so mostly out of infatuation with Warden Ashton Barriere.
Hmmm. Losing the original name's fine but just "Judge" seems a bit abbreviated. Given his background "Judge Mental" would be a good bit of wordplay but I can think of at least two characters who already use that name - and calling your character with mental health issues "mental" is about as bad as what "Lynch" evokes anyway. How's Judge Gibbet sound instead? Still suggests a hanging judge the way the original name did, and the soft g in Gibbet produces a nice classic bit of alliteration.
