The Queen of Evil first appeared in Fantastic Comics #22 (September 1941). In my setting (and the artwork I would eventually like to commission for her), she is ethnically Egyptian and doesn't look like a pale dark haired European woman.

Background
Nagana is an ancient and powerful Egyptian magic user and high priestess of Isis. However, the dark magic she dabbled in corrupted her soul. She tried unsuccessfully to convince her servant Kalkor into being her king and ruling Thebes by her side. Kalkor, loyal to his goddess, used the Curse of Isis to imprison the Nagana. 3000 years later, she was found by an archeologist and revived. Dubbing herself the Queen of Evil, she wrought havoc on Cairo and would have destroyed it had the African hero, Anansi, not stopped her. She escaped and decided to keep a low profile, to learn the ways of this new strange world. What she learned delighted her and despite her significant powers, she understands the appeal of modern technology and caries a pistol. Nagana has face Project Second Chance on two separate occasions, the later of which cost the life of team member Packrat. Nagana has made her presence known to the villains around the world. She offers magical aid for the right price. This has garnered the attention of King Killer, who currently courting Nagana and make her the queen of his Kingdom of Crime. Unbeknownst to Naga, Isis has resurrected Kalkor and made him her avatar.
