Appearing in Batman: The Animated Series before the comics, Harley Quinn is a divisive character. I can understand why. She's been used in so many franchises and that can great on people's nerves. Some people still ship her with Joker, which is gross (which makes me even more anxious about the upcoming film with Lady Gaga). She can be obnoxious and goofy and that's not to everyone's liking. All that being said I'm a fan of Harley. Arleen Sorkin's original Harley and and Kaley Cuoco's voice work for the character are fantastic. Margot Robbie is also spectacular as the character (the Birds of Prey portrayal being my favorite).
Harley has been a core member of the Suicide Squad since the start of the New 52 run (which is when I started reading the series). During this time she's grown a lot as a character and learned to see the Squad as her family. She's also had a few romantic interests, notable Deadshot and Rick Flag. She was also a prominent part of both Ayer's Suicide Squad and Gunn's The Suicide Squad.
While some versions of Harley have no powers, in the pre-New 52 continuity she has several abilities and enhancements due to a serum injected in her by Poison Ivy. She has enhanced strength, agility, durability, and reflexes. Additionally she is immune to toxins and can breath underwater. I'm not sure if she still has these currently, but my stats are based on that version.
