Never Underestimate The Power Of The Beard

Beard Hunter is a parody villain created by Grant Morrison for his Doom Patrol run. This short video gives a great overview, but basically he's a psychotic serial killer that can't grow facial hair so he kills people with it. The character has also appeared in an episode of Teen Titans Go! and Max's Doom Patrol (where he actually has some pretty gross powers).
