Haven't done an obscure Bat villain in a while, and the Baffler fits that bill. Titus Czonka was an average joe that decided to turn to villainy to impress his friends. He's not very bright, which makes his Riddler-eque villain identity baffling (pun intended), and he's not every slightly evil at heart.
