Master Splinter for The Vigilante Hack

Continuing with my TMNT can fit in with The Vigilante Hack project I wanted to stat a different kind of mutant. For splinter I decided to let him use his tail because it's sort of prehensile in some versions, but I figured giving it disadvantage would be appropriate. The disadvantage on social checks that the turtles had seemed appropriate for Splinter too.

Because he's a mutant rat he use his tail as an arm (though he suffers disadvantage on attacks with it). He suffers disadvantage on non-intimidation social checks when dealing with non-allies.
