Tape Head (DP&D Version)

Here's a Dark Places & Demogorgons take on this post from Tuesday.

Tape Head
Armor Class: 13                                           Attack Damage: By Weapon
Hit Dice: 4                                                    Special: Stealth, Fast Foward, Rewind
Move: 12                                                       Bonuses: +4 to Hit, +2 Damage  
Attacks: 1 per Round                                    Terror: 12      HDE: 6

Tape Head gets a +4 to any action made to avoid being seen or heard. 
Tape Head can "fast forward" and "rewind" time. He can use Fast Forward to teleport to any location within 60' that he could logically get too. He can Rewind to negate a successful attack. When he uses either of these abilities he cannot use them again until he makes a successful attack. When using these abilities, it appears that reality itself is a video tape that is being sped up or slowed down. However, due to the nature of his powers, he cannot use his abilities when near a magnet and magnets give him a -5 to his toughness.
